So yeah, tier-lists are mostly list of preferences. Hero that is in general good may become unwanted. Hero that is considered "meh" may suddenly be the best choice. But each next pick gets more and more dependent on enemy counters and possible synergies with your teammates.
OK, sure - if you are considering 1st pick then your tier list may be worth something (provided you've already taken under consideration region, level and map). Map size, number of lanes, merc camps and kind of objective will make very very different heroes good/bad. Which again will be different from Gold- list. In simple terms, Transcendence is healing, Insight cooldown reduction, and Iron Fists damage. Try to encourage your team to draft with you in mind. Which will be different from Dia/Plat list. Kharazim is weak if he’s unable to trigger his trait, this often means he needs a dive composition or strong front-line so he can also be at the front, punching away. Coordinated teams that play in divisionS will have different lists than GM/master level. And context is super important when you are deciding if given hero is going to be viable or not.
